Portfolio Management for the FEA

Support for federal compliance

Planview Enterprise is the only solution that enables a federal agency to leverage the data collected for complying with the five reference models of the Federal Enterprise Architecture (FEA). With Planview, agencies can align projects, IT services, and the supporting IT assets to their program objectives, agency priorities, and lines of business. This provides compliance with the Business Reference Model (BRM) and Performance Reference Model (PRM) as IT investments are efficiently and accurately mapped to the appropriate lines of business and the performance goals of the agency.

Federal Requirements for FEA

In accordance with Federal regulations, OMB issues guidance related to federal agencies' enterprise architecture (EA). This guidance, the Federal Enterprise Architecture (FEA), consists primarily of five Reference Models: Performance Reference Model (PRM), Business Reference Model (BRM), Service Component Reference Model (SRM), Technical Reference Model (TRM), and Data Reference Model (DRM).

OMB regulates an agency's EA activities, methodologies, and artifacts through the following requirements:

  • Annual submissions of business cases (Exhibit 300's) for major investments in which sections require demonstration of compliance with the FEA
  • Annual assessments of the agency's EA
  • Quarterly progress reports on the agency's EA to OMB

Planview Solutions for FEA

Using Planview Enterprise, agencies are able to integrate the views provided by FEA and a business-driven EA with proven IT portfolio management. This integration can result in the following benefits:

  • Improved staff skill levels: Staff can focus on building future capabilities rather than duplicating efforts on redundant systems or applications.
  • Increased cost savings: Agencies can use their EA to better identify redundant applications and then use portfolio management to move those application funds to higher-value projects.
  • Improved decision making: Through leveraging the two methodologies together, portfolio managers can incorporate FEA with capital planning and investment control to have a more complete, cross-agency understanding of where to spend IT dollars.
  • Increase efficiency in investment process: Agencies have been able to significantly reduce the number of Exhibit 300's while improving the accuracy of reporting technology expenditures.
